Legislative Requirements
Owners and operators of high voltage equipment have a legal responsibility for their own apparatus in accordance with:
The Health and Safety at Work Act 1974.
The Electricity at Work Regulations.
The Management of Health and Safety at Work Regulations 1999.
You are required by law to provide management systems that will ensure safe operation and minimise the risk of injury. These management systems should include the following:
A suitable set of records.
Policies and procedures for your equipment’s design, installation, commissioning, operation and maintenance.
Monitoring the effectiveness of implementation of such policies and procedures.
Identification of the roles, responsibilities and training requirements for your people.
You should also keep an asset register and system diagram and include:
System diagrams of the electrical networking showing the location • and interconnections between the various plant items, including switchgear.
Details of the equipment’s manufacturer, type, serial number, year of • manufacture, date of installation, voltage and current rating, short-circuit rating and type of operating mechanism.
A maintenance record for each item of equipment. Details of any • modifications or operational limitations.
The number of fault clearance operations since circuit-breakers were • last maintained (if known).
